The problem with scams, especially detailed ones, is that the information can be partly true and it's easy to get taken advantage of. Yes, you do need a work permit to work in Canada. However, as the Canadian Government advised in a fraud alert about this very same scam, "Valid documents can only be obtained through the Canadian High Commission or embassy in your country and Visa fees can only be processed through the High Commission or the local Canadian Consulate."
